Canada and Eight Nations to Establish Defence, Security and Resilience Bank
Canadian Minister of Finance François-Philippe Champagne announced that Canada and eight partner nations will sign the Articles of Agreement for the new Defence, Security and Resilience Bank in Luxembourg on November 30, 2026, with full operationalization targeted for 2027.
On October 26, 2026, Canadian Minister of Finance and National Revenue François-Philippe Champagne announced the establishment of a new multilateral institution dedicated to defence and security. Canada and eight international partners—Albania, Belgium, Greece, Latvia, Luxembourg, Romania, Türkiye, and Ukraine—will gather in Luxembourg on November 30, 2026, to sign the Articles of Agreement formally creating the Defence, Security and Resilience Bank (DSRB).
The nine founding member countries intend for the DSRB to mobilize public and private capital to strengthen collective security. The bank's mandate includes expanding defence industrial production, building more resilient supply chains, and addressing financing gaps for governments and defence companies, including small and medium-sized enterprises.
The DSRB will maintain its headquarters in Canada alongside a European hub in Luxembourg. To expand access to long-term financing and reduce costs, the institution aims to achieve a AAA credit rating. Full operationalization of the bank is expected in 2027.
