Halifax Forum Redevelopment Paused as Updated Cost Estimates Exceed Approved Funding
Halifax Regional Municipality staff have paused the Halifax Forum demolition application and cancelled a public information session after receiving a September cost estimate that exceeds currently approved funding. While minor hockey groups have circulated figures between $126 million and $148 million, HRM has not officially confirmed those numbers.
City staff in Halifax have paused the demolition application for the Halifax Forum and cancelled a scheduled public information session after receiving an updated cost estimate in September. The new projections exceed the funding currently approved by regional council, according to a spokesperson for the Halifax Regional Municipality (HRM), who did not share specific figures but noted the costs require third-party validation.

The Halifax Hawks Minor Hockey Association shared a Facebook post claiming the redevelopment's new price tag is between $126 million and $148 million. Mayor Andy Fillmore previously stated he believes the project could grow to $150 million. HRM has not officially confirmed the figures circulated by the minor hockey group.
Councillor Virginia Hinch said staff notified council on Sept. 25 regarding the last-minute changes. Paul Card, chair of the Halifax Forum Community Association, warned that delaying the project again will cause costs to continue rising. Stakeholders have expressed frustration over the lack of communication surrounding the pause.

As debate continues over Halifax's lack of ice surfaces — the current facility houses two ice pads — some officials are exploring ways to manage the financial burden. Councillor Tony Mancini suggested a partnership with the Department of National Defence could help offset the Forum's rising costs.
