On September 16, 2026, Anton Boegman, Canada's inaugural Foreign Influence Transparency Commissioner, announced that the first arrangements have been published in the public registry of foreign influence activities. The registry operates under the Foreign Influence Transparency and Accountability Act.
The Act requires individuals or organizations to register arrangements involving foreign principals intended to influence Canadian political processes within 14 days of entering into them. For arrangements that existed before August 4, 2026, the deadline for registration is October 3, 2026.
Boegman was formally appointed as the commissioner on August 4, 2026. The Office of the Foreign Influence Commissioner of Canada oversees these transparency measures, which aim to allow Canadians to understand who may be seeking to influence civic and democratic institutions.
