Halifax Seeks Public Input on Draft Vision for Mill Cove and Bedford Waterfront
The Halifax Regional Municipality is inviting residents to review and comment on a draft vision for the Mill Cove area and Bedford Waterfront through an online forum and upcoming public open houses in November 2026.
The Halifax Regional Municipality is asking residents to share feedback on a draft vision, guiding principles, and planning objectives for the Mill Cove area and Bedford Waterfront. The draft was developed using input gathered during the first phase of public engagement alongside technical analysis.

Mill Cove holds dual designations that underscore its importance to regional planning. Regional Council has named it an Urban Local Growth Centre, while the Province of Nova Scotia has designated it a Suburban Opportunity Site. Together, these classifications identify the area as a priority for transit-oriented development.
Key components of the proposed plan include a future Mill Cove Ferry Terminal and a commitment to co-locate a new library. These elements are intended to support the development of a mixed-use community along the waterfront.
Residents can participate in the consultation process through an online feedback forum available from Monday, Oct. 26, to Friday, Nov. 13, 2026, at engagehalifax.ca/mill-cove. The feedback collected will help refine recommendations and inform future policy proposals presented to Regional Council.

In addition to the online forum, the municipality has scheduled public open house sessions for Wednesday, Nov. 4, 2026. The events will take place at Royal Canadian Legion Branch 95, located at 1772 Bedford Highway in Bedford. Three sessions are planned throughout the day: 10 a.m. to 12 p.m., 2 p.m. to 4 p.m., and 6 p.m. to 8:30 p.m.
