Germany's Gen. Carsten Breuer Elected Chair of NATO Military Committee, Defeating Canada's Jennie Carignan
Gen. Carsten Breuer of Germany has been elected as the next chair of the NATO Military Committee, defeating Canadian candidate Gen. Jennie Carignan in a secret ballot held on Saturday. The election marks a significant moment for the alliance, as Carignan would have been the first woman to lead the committee in its 77-year history.
German General Carsten Breuer was elected as the new chair of the NATO Military Committee on Saturday, securing the position over Canadian contender General Jennie Carignan. The decision was reached through a secret ballot among top military commanders from NATO’s 32 member nations.
Had she won, Carignan, who serves as Canada’s chief of the defence staff, would have made history as the first woman to lead the committee in the alliance’s 77-year existence. She also would have become the first Canadian to hold the role since retired General Ray Henault, who served between 2005 and 2008.
Current chair Italian Admiral Giuseppe Cavo Dragone announced Breuer’s victory on social media, confirming that the German general is scheduled to take office in July 2027. Breuer, a 61-year-old army officer, joined the Bundeswehr in 1984 and is known domestically as "the chancellor's general" due to his role managing Germany's COVID-19 response under former Chancellor Olaf Scholz.
The outcome has drawn attention to broader geopolitical dynamics within the alliance. Defence experts suggested that U.S. President Donald Trump may have influenced the result, citing tensions arising from recent moves by Canadian Prime Minister Mark Carney to strengthen ties with the European Union. Despite this speculation, the specific breakdown of votes remains unknown.
Canadian Defence Minister David McGuinty acknowledged the loss but expressed pride in Carignan’s candidacy. He stated that the government does not know how the vote was distributed. Carignan continues to serve as Canada’s chief of the defence staff and maintains her role within the alliance.
