Police agencies in Ontario, Quebec, Nova Scotia, New Brunswick, and Manitoba issued advisories urging residents to use non-emergency lines during the disruption. In Ontario, specific police services including those in Toronto, York Region, Peel Region, Durham Region, Kingston, Niagara, Ottawa, London, and Waterloo reported difficulties and directed the public to alternative contact methods. For instance, the Ontario Provincial Police provided the non-emergency line 1-888-310-1122 for urgent matters that could not wait for standard 9-1-1 restoration.
Bell Canada stated that backup systems were activated to reroute calls while technicians investigated the root cause. According to CityNews Halifax, the vast majority of calls from Bell customers were picked up by the 'SafetyNet' system and successfully rerouted to Public Safety Answering Points (PSAPs). Conversely, CityNews noted that many police services reported the issue was resolved by about 7:30 a.m. ET, with the Ontario Provincial Police acknowledging that possible intermittent disruptions remained after the initial restoration time.
The cause of the outage is currently under investigation. During the period of instability, some calls may have been transferred to police services elsewhere in the country, and cellphone and VoIP users in certain regions experienced particular difficulty connecting to 911.
