Canada Invests $8 Billion in 'Team Canada Strong' to Address Skilled Trades Shortage
The Government of Canada has launched the 'Team Canada Strong' initiative, an $8 billion investment designed to recruit and train skilled trades workers. The plan includes paid youth job placements, completion bonuses for Red Seal certified tradespeople, and financial incentives for employers hiring apprentices.
Jobs Minister Patty Hajdu announced that the federal government is investing $880 million over five years into a plan to provide young Canadians with paid, on-the-job experience in skilled trades. This funding is part of the broader "Team Canada Strong" initiative, which represents an $8 billion investment aimed at recruiting, training, and hiring 80,000 to 100,000 new Red Seal skilled trades workers by 2030-2031.
Starting in early 2027, young Canadians will be able to access paid job placements of up to four months through the Team Canada Strong Youth Placements program. Organizations interested in delivering this program can submit Expressions of Interest until October 23rd.
The initiative also introduces several financial incentives for both workers and employers. Tradespeople who complete an apprenticeship and earn certification in eligible Red Seal trades since April 1, 2025, are eligible for a $5,000 completion bonus. Additionally, the Build Canada Apprenticeship Service, launching later this fall, will provide employers up to $10,000 for hiring a first-year apprentice in an eligible Red Seal trade.
To support apprentices during their education, the Apprenticeship Training Grant is expected to launch in spring 2027. This grant will provide eligible apprentices with a $400 weekly top-up in addition to Employment Insurance during mandatory in-class technical training.
These measures aim to address a projected shortage of over 1.4 million skilled trade jobs between 2024 and 2033. Discussions are currently underway with provinces and territories regarding bilateral agreements that will provide $2 billion in federal funding to expand pre-apprenticeship and technical training access.
